Tom Poti will not return

As you heard, Tom Poti has said he does not plan to re sign with the Capitals.  He says he was not part of Oates' plan and wishes to continue his career where he can get playing time.

It is a shame to see how things went.  He spent two years recovering from a pelvis and groin injury, and then he gets hurt again and again this season.
